Economic Impact of Gambling - It is all a Matter of Perspective

A discussion of the "balance" that is required for a gaming experiment and the related economics. Many jurisdictions seek a specific economic impact, rarely does it turn out exactly as it was expected. This session will examine the intended and unintended economic consequences of gaming to new jurisdictions. The panel will discuss the internet explosion, employment considerations, tourism and keeping up with your neighbor. Breakout groups will consider in greater detail each of these issues raised during the keynote address.

Macau Experience

For more than 40 years, Macau's casinos were synonymous with one man, Dr. Stanley Ho. In 2000, the Government of Macau commenced a program of liberalization of the industry which has resulted in new concessionaires operating within a new legal framework. This session will describe the challenges faced by Macau in the liberalization process, the approach taken to meet those challenges and what may lie ahead for the casino industry and regulators in Macau.

Crossing the border into an international jurisdiction has substantial impact on regulators, operators and suppliers. Issues of investigation, licensing and compliance are often more sensitive in light of language barriers, foreign business practices and cultural differences. Topics of discussion include:
