Cashless Wagering -- Technical Developments
and the Effects on Regulation:
Now that many casino customers have accepted the convenience of cashless slot machines, gaming equipment manufacturers are rapidly developing new technologies to meet the public demand. Casino operators appreciate the improved customer service and the cost savings that these new developments bring. Casino regulators, however, are faced with the task of regulating in an environment in which the money moves electronically rather than by hopper fills and hand-paid jackpots. More importantly, regulators must confront the controversial public policy challenges that this new technology presents. This session will examine the latest technologies that are operating throughout the globe and provide a sneak preview into the technological advances that lie ahead. Following this presentation, small breakout groups will discuss the regulatory challenges and public policy issues that result from the cashless gaming explosion and the technology that drives it. (Participants will be assigned a specific breakout room during the session).

Responsible Gambling:
Problem gambling continues to be one of the major items on the policy agenda for gaming. The first question that is asked is "How big is the problem?" The second question is "What can we do to minimize the number of people who experience problems with their gambling?" This session will address both issues. The first part of the session will involve presentations on the latest developments with each of the issues and this will be followed up with breakout groups where delegates will be able to discuss the subject in more depth and to get a greater understanding as to what is happening internationally.

The Smoke Has Cleared... Are Gambling Class Action Suits Next?
This panel will explore the issues surrounding possible mass tort claims against the gaming industry. Speaking to the issues from a plaintiff's perspective will be Richard Scruggs, a Mississippi attorney who was involved in asbestos litigation and, more recently, the first successful suit against the tobacco industry. Speaking from the defense perspective will be David Boies, a New York attorney who has been involved in the anti-trust litigation involving Microsoft and represented the Democrats in the Florida election contest in the State and Federal Courts. The discussion should be quite lively and extremely insightful.

Gambling in the United Kingdom: An Update
The UK's laws on gambling, mostly enacted 30 to 40 years ago, are in the throes of a fundamental overhaul. Features of the proposed new regime include a single regulatory authority with wide powers; the dismantling of barriers to entry for gambling operators and of some social controls; the adoption of formal codes of conduct in relation to social responsibility; and measures to deal with problem gambling.
