Internet Gambling
Internet gambling is often associated with a borderless industry, free of terrestrial casino rules, lending itself to money laundering, compulsive and under-aged gambling. This panel combines the views of internet gambling software and technology providers, an internet gaming operator, and an independent testing authority on the procedures, controls and assurances that have been developed and adopted in addressing these issues within a regulated environment.

The UK Experience of Law Reform: Lessons for Regulators
After a brief review of the current state of law reform in the UK, this will be a fully interactive session in which all delegates are invited to share views on particular themes:

  • Objectives of Regulation: Is it helpful to have a formal list of objectives set down by the statute? How can the regulator resolve conflicts between objectives?
  • Harm Minimization: How does the regulator respond to a duty to minimize harm?
  • Multiple Responsibilities: Do problems of priority arise if the regulator has duties covering a wide spectrum of gambling, e.g., betting and lotteries as well as gaming?
  • Change Management: What are the pitfalls for regulators during a period of radical law reform?
